This was very helpful. I would just caution about saying the "legacy church" as it could be seen as a negative connotation and it does not distinguish between a local church, denomination, or the universal church. I think the point Bob made is important: That the local church's ability to oversee or engage in outreach is truly limited to the geographical area they are in. As soon as you go beyond that, you end up (in practice) with what Bob advocates for, whether it is called a denomination, movement, parachurch, or missionary band. That is where the focus needs to be, not disparaging the (local) church with words like "legacy," but on the biblical example (which is more powerful to me than using the Jewish term Bob mentions) and the realistic scope of what a local church can do.

You are right about that term "legacy church." Not a good choice of words. Nothing wrong with churches that have a legacy.
